Activity report 2019

1 The council, board and office

The Saco-S Council represents approximately 3 500 members in 20 independent Saco unions and eight local-local Saco associations. The ordinary annual meeting was held and the following members of the Board was elected for the period 18/19:

Per Sundman (chairperson), Tina Hedmo (vice chairperson), Robert Malmgren (secretary), Cajsa Bartusch, Anders Lagerstrand (for the period 2019-04-01 - 2019-11-26), Anita Ericsson (for the period 2018-11-13 - 2019-03-31).

The Board held 25 meetings which were recorded in minutes during the year. These can be found on the Saco-S Council's website (Edit: the recorded minutes from the year 2019 are no longer available on the website). In addition, the Board has held some non-recorded meetings whe, for the majority of the time, matters before the Thursday negotiations were discussed. As for the office, Kirsi Höglund (100 %), Anna Eklund (50 %, lent to other activities since 1/10), Jezzica Israelsson (20 %), Charlotte Leyser (15 %) and Fabian Engel (10 %) have acted as union trustees for the Saco-S Council.

In addition to the elected Board and the office, some people have been co-opted to the Board continuously, and have had a reduction as well and worked with the Board on various issues. These people are Johanna Norberg Hägglund, Anders Lagerstrand (until he became a member of the Board) and Sonchita Bagchi.

2 Union trustees

The following people are on leave without salary deduction for union work to the extent specified below. The reduction that applied during the spring of the previous business year (December 2017 – June 2018) is also given in parentheses. The reduction is reconsidered at the beginning of each academic year. In total, Saco currently has a reduction corresponding to a total of 648 %.

3 Negotiations

During the business year, the negotiations on recruitment, placement salaries and notices of dismissal were handled via the electronic negotiation tool EDGAR. The Saco-S Council's Board members individually review cases according to their assigned division and approve or make claims for current cases. Negotiations on the cases where the staff organisations had claims for take place on Thursdays at the University Administration.

During the past business year, the Saco-S Council has initiated the following unfinished negotiations on two new local collective agreements, namely:

Travel time agreement

It is proposed to regulate compensation for travel time in the job (travel ordered by the head of department/ manager) outside regular weekly working hours or alternatively for teachers on time which according to the working hours agreement is defined as inconvenient time.

Working hours agreement for teachers

Aims partly to integrate positions that are not currently regulated in any working hours agreement and partly to clarify writings about time for administrative duties, conversion figures and mainly address imbalances between the tasks research and teaching.

Negotiations on agreements

Doctoral student ladder

The doctoral student ladder was negotiated. Driven change of the doctoral student ladder to a completely year-based ladder, which could not be anchored with the employer.

Internal mobility

The Saco-S Council has negotiated forms for transfer and for Employment (Co-Determination in the Workplace) Act (MBL) negotiation of transfer of employment from one part, department or division, to another part of the University. New local collective agreement concluded on 2019-10-17.

Salary review 2018

The Saco-S Council has negotiated the forms and schedule for the 2018 year’s salary review. The model for salary-setting discussions has been adjusted slightly. It is Saco members at the University Administration, the Internal Audit, UU Innovation, the National Centre for Knowledge on Men's Violence Against Women and the University Library who have salary-setting discussions and are thus affected by this.

  • Externally funded employees’ opportunity for union assignment centrally.

  • Labor shortage negotiations that primarily affected researchers whose funds had run out.
  • University IT Services.
  • Person specification for recruitment of a University Director.
  • Reorganisations, the Division for Contract Education, the Department of Psychology, the Student Affairs and Academic Registry Division, the Department of Theology, the National Centre for Knowledge on Men's Violence Against Women, the Buildings Division and the University Library.
  • Activity reports for the University centrally as well as for Faculties and Disciplinary Domains.
  • Salary review 2019 and preparation for 2020.
  • Salary survey 2019.
  • Reconstruction of Ångström.
  • By Saco called for MBL Section 12 negotiations on forms for the appointment of representatives of "other staff" in the Electoral College, on the introduction of a new student administrative IT system (Canvas), on reasonable principles for labor shortage negotiations and on proposals for joint negotiation procedures.
  • Dispute negotiations for late notices of dismissal, violation of MBL and also when calculating working hours.
  • Change of position and salary.

Other activities

Participation in various bodies at Uppsala University

The Saco-S Council has representatives with the right to attend and the right to free speech in the University Board as well as the boards of the Disciplinary Domains and the Faculties. The Council is also represented in the Gender Equality Committee, the Committee on Ethnic and Social Diversity, the Proposal Committee, the Central Collaboration group, the Joint Committee on Work Environment Issues and the Staff disciplinary board. Furthermore, the Council receives continuous information about the matters that are dealt with at the weekly meetings with the Vice-Chancellor. During the business year, representatives of the Saco-S Council participated in courses and conferences organised by the Central Government Social Partners’ Council (Swedish: Partsrådet).

Salary surveys

Uppsala University, like all major workplaces in Sweden, is required to carry out an annual salary survey. During the business year, the Saco-S Council actively participated in the 2018 year's salary survey.

  • Internal training for the Board with the contact union SULF, led by Anna Lundgren.

  • Start-up in Primula on notice of temporary employees.

  • The following has also taken the courses:

    • Jezzica Israelsson has taken SULF's steps 2 and 3.
    • Kirsi Höglund has received training in regulating agreements of research projects.

An important part of the Saco-S Council's work consists of giving members advice and support on issues that are important to them. A large part of the issues are regarding labor law or work environment law. Some of these conversations stop at confidential conversations. A small part is transferred to so-called membership matters where the Saco-S Council is there to support or ultimately negotiate the working conditions for our members.

The Saco-S Council also provides advice and support in connection with the setting of new salaries and in connection with the salary review.

  • The Saco-S Council has sent out seven (7) membership letters since the 2018 ordinary annual meeting. These membership letters are also available on the Saco-S Council's website (Edit: the letters from before the year 2020 are no longer available on the webpage). The language in the membership letters is Swedish and English so that our non-Swedish-speaking members also can take part in important information.
  • In addition to the membership letters, the Saco-S Council has sent out information about the seminars that have been arranged.
  • During the year, the Saco-S Council worked actively to keep the website up to date and increase the content on the page.
  • Meetings with our representatives on committees and boards.
  • The Saco-S Council's Board has participated in information for new employees during the year.
