1. Initial provisions

1.1 Scope

It is noted that this agreement has the same scope as the central agreements Villkorsavtal/Villkorsavtal-T.

1.2 Purpose of vacation

The main purpose of vacation is for the employee to have time off for rest and recreation. The result of the main rule that vacation should be taken as leave is that an employee themselves can never choose to work instead of being on vacation leave. Nor can the employer oblige the employee to perform work during the leave.

The arrangement of the vacation can be changed by agreement between the employer and the employee. The employer can unilaterally revoke or interrupt vacation only for serious reasons.

1.3 Regulation of the agreement

This agreement regulates vacation for teachers and others and conditions for saved vacation. Furthermore, what is stated in Villkorsavtal/Villkorsavtal-T chapter 5 and appendix 5 to the agreements applies.

Teachers in this agreement refers to the teacher categories that appear in the appointment regulations for Uppsala University. Employees with the designations researcher, postdoctoral fellow, doctoral student, assistant with education grant, assistant in own doctoral education and teaching assistant shall be covered by the conditions that apply to teachers in the agreement.

1.4 Period of validity

This agreement is valid from January 1 2026 until further notice, with the same validity period as Villkorsavtal/Villkorsavtal-T. The agreement may be terminated no later than June 30 annually to cease to apply from January 1 of the following year.

2. Vacation for teachers

2.1 Allocation of vacation for teachers

Vacation shall be allocated during non-teaching working hours. In cases where the teacher has not notified a request for a different allocation of vacation according to item 2.2, the entire annual vacation shall be allocated continuously during the non-teaching part of the summer, starting on the Monday after Midsummer Day.

2.2 Allocation of vacation to another time

In cases where a teacher wishes to have their vacation allocated to another time than the teaching-free part of the summer starting on the Monday after Midsummer Day in the current year, the teacher must notify the head of department in writing no later than March 31 by applying for all of the year's vacation. All of the year's vacation refers to both days to be taken as leave (including days saved from previous years) and days to be saved from the current year's vacation (see 2.3) in the system the university uses for this purpose. The head of department/equivalent has an obligation to consult with the teacher before a decision is made no later than April 30 if the decision entails a deviation from the teacher's wish to have the vacation allocated to another time.

If the teacher does not apply for vacation before March 31, the head of department/equivalent has the right to decide on the allocation of the vacation in accordance with 2.1.

The employer may allow employees to change vacation requested for the period during the autumn semester, if this is possible with regard to the needs of the business. However, such vacation days may not be taken back to be saved for the following year unless there are special reasons, such as long-term illness.

2.3 Saved vacation

According to the Villkorsavtal/Villkorsavtal-T chapter 5, section 13, anyone who is entitled to more than 20 paid vacation days may save one or more of the excess days for a later vacation year. As an exception to this, anyone who begins their employment on or after September 1 may also save one or more vacation days for a later vacation year. The same shall apply to anyone who returns to work on or after September 1 after having had vacation disqualifying leave January-September.

2.3.1 Saving vacation days for the current year

In cases where a teacher wishes to exercise their right to save vacation days for the current year, the teacher must notify the head of department in writing no later than March 31 by applying for it in accordance with the procedures established by the employer. The head of department/equivalent has an obligation to consult with the teacher before a decision is made no later than April 30 if the decision entails a deviation from the teacher's wishes to save vacation days. The head of department/equivalent only has the right to deny the teacher the right to save vacation days if the application is in conflict with the Annual Leave Act or Villkorsavtal/Villkorsavtal-T. Each saved vacation day means that the annual working hours for the current year are increased by 8 hours.

2.3.2 Use of previously saved vacation days

The teacher and head of department/equivalent must consult each other on a plan to enable the use of saved vacation days. In cases where a teacher wishes to use saved vacation days in the current year, the teacher must notify the head of department in writing no later than March 31 by applying for it in accordance with the procedures established by the employer. The head of department/equivalent has an obligation to consult with the teacher before a decision is made no later than April 30 if the decision results in a deviation from the teacher's wish to be allowed to use saved vacation. The annual working hours for the current year shall be reduced by 8 hours for each saved vacation day that is used. Vacation days cannot be saved during a vacation year in which saved vacation days are used.

2.4 Leave of absence during vacation period

Teachers who are on leave of absence during any part of the teaching-free part of the summer shall apply for a vacation in accordance with 2.2 if possible. In cases where this is not possible, the teacher shall notify the head of department in writing of their request for vacation as soon as possible by applying for it in the system used by the university for this purpose. The head of department/equivalent has an obligation to consult with the teacher before a decision is made in connection with the teacher's return to work, but no later than October 1 of each year.

2.5 Vacation during notice period

Vacation shall not normally be taken during a notice period, if the notice period is no more than six months. This also includes vacation that would have been taken during the teaching-free part of the summer in accordance with item 2.1 above.

2.6 Vacation supplement

Vacation supplement is paid in October of each year for employees for whom vacation according to a fixed model, in accordance with item 2.1, have been applied.

2.7 Decision on the allocation of vacation

The decision on the allocation of vacation is made by the head of department/equivalent.

In the event of any disagreement, the teacher's employee organization may request that the head of department/equivalent consult with the teacher's employee organization. If agreement cannot be reached, the employer, the head of department/equivalent, makes the final decision on the allocation of the vacation.

2.8 The employer's obligation to provide information

The employer shall inform teachers of their right to apply for vacation in good time before March 31 each year. All employees shall take at least 20 days of vacation per year and, unless otherwise agreed, the employee shall have a continuous period of leave of at least four weeks during June-August.

It shall also be possible to follow up on the vacation of doctoral students, for example through the individual study plan.

The employer, or a person in a managerial position, may not urge teachers not to use their right to apply for vacation.

2.9 Follow-up of the agreement

The employer must report to the employee organizations by October 31 of the current year which teachers have had vacation according to the fixed model.
