1 The council, board and office

The Saco-S Council represents over 3 000 Saco members from 20 independent unions and eight local-local Saco associations. The ordinary annual meeting was held on 2015-11-24, when the following members of the Board was elected for the period 15/16 (the list is available at the Saco-S Council office).

The Board held 14 meetings that were recorded in minutes during the year. In addition, the Board held some non-recorded meetings, especially when matters before the Thursday negotiations were discussed. Regarding the office, Kirsi Höglund and Anna Eklund have acted as union representatives of 100 % and 50 % respectively for the Saco-S Council.

2 Union trustees

The following people are on leave without salary deduction for union work to the extent set out below. In brackets, the reduction applied during the previous business year is also given (December 2014 - November 2015). The reduction is reviewed at the beginning of each academic year. In total, Saco currently has a reduction of 685 %. (The list is available at the Saco-S Council office)

3 Negotiations and activities

During the bussiness year, the negotiations on recruitment, placement wages and notices of dismissal were handled through the electronic negotiation tool EDGAR. In relation to the Saco-S Council board meetings, the Board reviews all matters and approves or alternatively submits requests for relevant matters. Negotiations on the cases in which the staff organisations had claims on are taking place on Thursdays at the University Administration, primarily by the chairperson Per Sundman.

  • Local collective agreement on salaries, etc. according to the Framework Agreement on Salaries, etc. (RALS 2010-T) including principles for salary-setting discussions

  • The University's activity report: introduction of university-wide funding of the costs of sickness absence for externally funded staff
  • The Disciplinary Domains' activity reports as well as the activity reports for the faculties within Hum-Sam
  • Compensation to doctoral students for inconvenient working hours
  • Discussions on the forms regarding the election of a Vice-Chancellor
  • New safety represenative organisation
  • Trade union representatives' access to MyNetwork
  • Calculation of working hours for the hourly rate for teachers
  • New rules of procedure for the University Library
  • Schedule etc. for the salary review October 2016
  • The University Administration's move to the Segerstedt Building
  • Organisational changes, for example the introduction of joint service
  • Business transitions: the Student Health Service
  • Change of position and salary
  • Dispute negotiations for late notices of dismissal and also calculation of working hours
  • Groups subjected to order of priority rules, relocation investigations and dismissals due to lack of work
  • Interviewing of applicants for the positions director of the Human Resources Division, administrative director of office, director of building and estate services and head of the Division for Contract Education
  • Introducing a central provision to fund the cost of parental or sick leave for researchers
  • The rules of the appointment procedure (Swedish: anställningsordning) has been changed
  • The University's and the Faculties activity reports has been negotiated

The work with the BESTA review and the salary survey

  • The Saco-S Council has participated in the work on a BESTA review and the salary survey 2016

Competence provision

  • Per, Kirsi and Bengt participated in a one-day course in labor law 9/9
  • During the business year, representatives of the Saco-S Council participated in courses and conferences organised by the Central Government Social Partners’ Council (Swedish: Partsrådet)

Contact with members

  • The Saco-S Council's Board has arranged four seminars for members regarding the salary review 2016 - two in Uppsala on salary-setting discussions (14th and 20th of September), one in Visby on the salary review 2016 (21st of September) and one in Uppsala on the salary review 2016 (12th of October).
  • The Saco-S Council's Board held a training in MBL for our local-local boards 2016-04-19.
  • Meetings with our representatives on committees and boards.
  • Four membership letters have been sent out since the last ordinary annual meeting (December 2015, May 2016, June 2016, September 2016) and a fifth is planned for October 2016.
  • The Saco-S Council Board has participated in the information for new employees 2016-03-16 and 2016-09-01.
