The principle of public access to official documents
Uppsala University is a government body and therefore falls under the principle of public access to official documents. This principle states that the public and the mass media have the right to transparency in the activities of the state, municipalities and county councils. The principle of public access to official documents is expressed, among others, in the following ways:
- Anyone may read the documents of the authorities insofar as they are not covered by secrecy.
- Officials normally have the right to submit information to newspapers, radio and television for publication or to publish information themselves.
But since the Saco-S Association at Uppsala University is a union, it is not a government body and is therefore not covered by the principle of public access to official documents. Saco-S at Uppsala University can thus choose not to publish certain information, for example what salary a person has, but because it is a public document Uppsala University must, on the other hand, publish that information (provided that it is not covered by confidentiality).
