New postdoc agreement

Saco-S centrally and the Swedish Agency for Government Employers have entered into a new agreement on fixed-term employment as a postdoctoral fellow. The agreement is valid from February 1 2022 and replaces the previous agreement reached in 2008.

The agreement is to some extent based on the previous one, but also contains some news. The following is new:

  • The agreement allows for a fixed-term employment for a minimum of two years and a maximum of three years, compared with a maximum of two years previously.
  • In the new agreement, employment as a postdoctoral fellow can also be applied for by those who do not have their doctoral degree completed at the end of the application period. However, the doctoral degree must be available no later than at the time the employment decision is made.
  • If the postdoctoral fellow during the employment is sent out by the employer for work abroad, the person concerned will automatically be on leave from employment as a postdoctoral fellow and can return to this upon return to Sweden. This makes it easier, not least for those who have received funding for international postdocs from, for example, the Swedish Research Council.
  • The special reasons that can give an extension of the employment as a postdoctoral fellow (in addition to the maximum period of three years) have been expanded somewhat and now also include service in the total defense and for certain subject areas relevant service/appointment. Previously, there was only an opening for clinical work here.
  • Corresponding special reasons may also provide an exception to the provision that the person who has completed a doctoral degree in the past three years must primarily be employed at the time of the expiry of the application period.
  • According to a transitional provision, a postdoctoral fellow employed under the agreement valid until January 31 2022, and whose employment period runs over October 1 2022, may continue to be employed as a postdoctoral fellow under the new agreement for a maximum of three years. During the period of such an extension, the new agreement is applied in its entirety to the employment.
  • In other respects, the agreement texts have been clarified regarding the purpose of the agreement (merit after the doctoral degree in order to secure a future supply of skills). We have also brought together provisions in the previous agreement and a negotiation protocol to create a whole and greater clarity.

As previously, the following applies:

  • The agreement applies to higher education institutions within the state agreement area as well as to other employers who conduct research and who are members of the Swedish Agency for Government Employers.
  • The employment shall, as an absolute main rule, concern full-time employment.
  • The tasks shall at least 80 percent consist of research.
  • Anyone who has been on parental leave during employment is entitled to an extension for at least the duration of the leave.
  • The employment can otherwise be extended if there are special reasons. Special reasons refer to leave due to illness, parental leave, positions of trust within  unions, service in the total defense, or other similar circumstances as well as for clinical duties or for the subject area relevant service/appointment.
  • Those who have completed a doctoral degree in the last three years shall primarily be employed. Exceptions can be made if there are special reasons. Special reasons refer to those stated above with regard to extension of employment.
