Local collective agreement on teaching and working hours etc. for teachers

1. Initial provisions

1.1. Scope

It is noted that this agreement has the same scope as the central agreements Villkorsavtal/ Villkorsavtal-T.

1.2. Regulation of the agreement

In this agreement, the allocation of working hours and more for teachers is regulated in accordance with the central collective agreements Villkorsavtal/ Villkorsavtal-T and its appendix 5. Who is a teacher is stated in Uppsala University's appointment regulations (See Section 10 in Appointment Regulations for Uppsala University, UFV 2019/1673). Otherwise, what is stated in the Villkorsavtal/ Villkorsavtal-T and appendix 4 on working hours applies.

1.3. Period of validity

The agreement in the parts it refers to the allocation of working hours is valid from January 1 2023 until further notice with the same validity period as the Villkorsavtal/ Villkorsavtal-T with three months period of notice. The agreement is extended by one year at a time, unless it has been terminated in writing no later than three months prior to the expiration date.

2. Working hours

2.1. Annual working hours

It is noted that according to Villkorsavtal/ Villkorsavtal-T, appendix 5, the total annual working hours for teachers are:

  • 1 700 hours for employees with 35 vacation days
  • 1 732 hours for employees with 31 vacation days
  • 1 756 hours for employees with 28 vacation days

2.2. Allocation of working hours

The starting points for the allocation of teachers' working hours are regulated in the central agreements Villkorsavtal/ Villkorsavtal-T, appendix 5. The division of work between the teachers shall be based on the conditions at the department and considerations are made on the basis of the department's education and research missions and the goals and guidelines set in the department's business plan and based on the needs of the business.

An important point of outset for the department's staffing and manpower planning is that all teachers should be given the opportunity, and thereby be obliged, to continuously follow developments in the subject/ research area and, in a multi-year perspective, be given the opportunity for research and development work. Taking into account the requirements of the business and the wishes of the concerned teacher, the time for research and development work can be extended to longer coherent periods or laid out continuously during the planning period, for example three to five years, as determined by the head of department/ equivalent.

In annual planning dialouges, or similar, between the head of department/ equivalent and the individual teacher, a long-term plan for the teacher's skills development should be drawn up, as well as a follow-up of the employment conditions in general.

The following framework for allocating annual working hours should be indicative for the planning period in question.

2.2.2. Teachers who do not have combined employment or clinical duties

2.2.2.1. Administrative work tasks

For a professor, senior lecturer/ associate professor, associate senior lecturer and lecturer, administrative duties, such as course and/ or program responsibilities and other educational and department administration should normally comprise about 10 % of the annual working hours.

2.2.2.2. The volume of teaching and research

Professor
The volume of teaching in first, second and third cycle education shall normally comprise of at least 25 % of the annual working hours.

Senior Lecturer/ associate professor
The volume of teaching in first, second and third cycle education shall normally comprise no more than 70 % of the annual working hours. A senior lecturer/associate professor shall normally be given the opportunity to conduct research at approximately 20 % of the annual working hours.

Associate senior lecturer
The volume of teaching in first, second and third cycle education shall normally comprise no more than 40 % of the annual working hours. An associate senior lecturer shall normally be given the opportunity to conduct research for at least 50 % of the annual working hours.

Lecturer
The volume of teaching in first, second and third cycle education shall normally cover a maximum of 80 % of the annual working hours. A lecturer shall normally be given the opportunity to pursue their own third cycle education or other skills development at approximately 10 % of the annual working hours.

Assistant professor (Swedish: forskarassistent)
The volume of training in first, second and third cycle education shall normally comprise of a maximum of 15 % of the annual working hours.

In exceptional cases, deviations from the above planning framework may be made according to instructions that may be submitted from the respective faculty board.

2.2.3. Teachers who have combined employment and clinical duties

2.2.3.1. Administrative work tasks

For a professor, senior lecturer/ associate professor and lecturer with combined employment and clinical duties, administrative duties, such as course and/ or program responsibilities and other educational and department administration should normally comprise about 7 % of the annual working hours.

2.2.3.2. The teaching and research volume

Professor
The volume of teaching in first, second and third cycle education shall normally comprise of a minimum of 17 % of the annual working hours and clinical duties 33 % of the annual working hours. 40 % of the annual working hours normally comprise of research.

Senior Lecturer/ associate professor
The volume of teaching in first, second and third cycle education shall normally comprise of a maximum of 40 % of the annual working hours and clinical duties 33 % of the annual working hours. 20 % of the annual working hours normally comprise of research.

Lecturer
The volume of teaching in first, second and third cycle education shall normally cover a minimum of 17 % of the annual working hours and clinical duties to a maximum 50 % of the annual working hours. A lecturer shall normally be given the opportunity to pursue their own third cycle education or other skills development at approximately 10 % of the annual working hours.

In exceptional cases, deviations from the above planning framework may be made according to instructions that may be submitted from the respective faculty board, also disciplinary domain board.

2.2.4. Conversion number - the extent of the teaching volume

When determining the volume of teaching for the individual teacher, consideration shall be given to pre- and post-work, the degree and level of difficulty of the course, the nature of the teaching and the subject, the structure and method of teaching, and the teacher's competence and experience in teaching in the field. The starting point should normally be that a teaching hour (Swedish: lektorstimme) including pre- and post-work should comprise of four clock hours. For teaching that does not require extensive pre- and post-work, a lower conversion factor can be applied.

2.2.5. Working hours for promoted teachers

For teachers who are promoted according to an eligibility assessment, the teaching component must be adapted to the new position in a manner determined by the respective faculty.

2.3. Consultation with the individual teacher and decision on the work task schedule/ plan

The employer's obligation to consult the teacher regarding the planning of the annual working hours is regulated in the central agreements Villkorsavtal/ Villkorsavtal-T, appendix 5.

Decisions on the work task schedule/ plan are regulated in the central agreements Villkorsavtal/ Villkorsavtal-T, appendix 5. In addition to what is stated in the central agreements, the decision order is regulated as follows.

Before a year, academic year, semester, course or other relevant time period starts, a work task schedule/ plan must be drawn up for each teacher. This schedule/ plan regulates the work obligation, that is, the scope and placement of all the teachers' tasks (education/ teaching, research, development work, skills development and other tasks).

For teachers with combined employment and employees with clinical duties, the percentage and type of clinical duty must also be stated in the work task plan. It is also the responsibility of the head of department/ equivalent or the person who has been delegated the task, alternatively the director of studies, to communicate with the relevant unit within Region Uppsala about the proposed work tasks.

Prior to making a decision on a work task schedule/ plan, the head of department/ equivalent must inform the relevant staff organization of the intended decision. If the relevant staff organization calls for negotiation on the matter within five working days, the following provisions apply. If the parties do not agree upon the negotiation in accordance with this section or if a negotiation has not been requested within the specified time, the head of department/ equivalent may decide on the matter.

This arrangement replaces the University's duty of information and negotiation according to the Employment (Co-Determination in the Workplace) Act (Swedish: Lag om medbestämmande i arbetslivet, MBL) .

2.4. Individual agreement on allocation of working hours

There is also the possibility for employees to reach an individual agreement on a different allocation of working hours than what is stated in this collective agreement. Such agreement must be approved in writing by the local parties to be valid.

2.5. Other applicable central collective agreement

The Villkorsavtal appendix 8 is a part of this local working hours agreement.

3. Working-hour dependent remunerations

3.1. Overtime and additional hours compensation for teachers who hold employment at the University

All of a teacher's tasks must be included within the annual working hours. Overtime in addition to the total annual working hours shall not normally occur.

If there is a special need for the teacher to complete tasks in addition to those planned within the framework of the annual working hours, during the business year, the head of department/equivalent has the right to order overtime with a total of 150 clock hours. Overtime in excess of 150 clock hours, during the business year, can be ordered if there are special reasons. Compensation for ordered, completed additional hours/overtime is paid for actual hours worked, ie also for possible pre- and post-work. Compensation can be paid either in the form of additional hours/overtime supplement or in the form of leave.

Additional hours supplement (Swedish: mertidstillägg) is paid with 1/142 of the individual salary for every completed clock hour to the person who works part-time and performs tasks in addition to part-time work and up to full full-time working hours. The supplement includes vacation pay and holiday allowance.

An additional hour that has been completed in the form of teaching are replaced by as many clock hours as are required for fulfillment. (An additional hour which is considered to have taken, for example, four clock hours of the annual working hour is replaced by 4/142 of the individual salary).

Overtime supplement is paid with 1/94 of the individual salary for completed clock hours to the person who is a full-time employee and performs tasks in addition to the annual working hours. The supplement includes vacation salary and vacation bonus.

Overtime hours completed in the form of teaching are replaced by as many clock hours as are required for completion. (An overtime hour which is considered to have taken, for example, four clock hours of the annual working hours is replaced by 4/94 of the individual salary).

Compensation leave is allowed with:

  • 1 hour off per worked additional hour
  • 1.5 hours off per hour worked overtime

3.2. Presence at the workplace and more

If the activities and work tasks so permit, and upon notification to the head of department/ equivalent, the teacher's work tasks may be relocated to a place other than the regular workplace.
